in a pinch if thats all you have you can also use a piece of sidewalk but it’s better to use a wet stone

Yes, you can. I believe flagstone to be the same as sandstone. I made two whet stones years and years ago out of sandstone by grinding them against smooth concrete and using water. I still have both of them and they sure can put 1 heck of an edge on a knife using a bit of honing oil. They are all I use.
